I would think it a big PR move for the ASO to forgo the fee. To that end, how could Argentina protest without looking wildly un-neighborly? However, should it get far enough into the year, the world's quake memory will fade and the demands for payment may not look quite so heartless.
Lastly, outside of the two weeks of the rally proper, I've always noticed dakar.com to be severly lacking in any timely updates.
