They pretty much mean the same thing and are used interchangeably.

In my experience serpentine usually means an exaggerated like this:

Fanny you pick this photo. Im been riding motorcycle on this rode when visiting de la bonette mountains.

I think also it was this serpentines I was near to fall with my bike. There was several photographers at the serpentinturns. Waving with one hand on handlebars and and taking the curve little bit to fast..... :o)
