I just finished mount my cheap-ass panniers from Cabela's. I used 1" x 1/8" aluminum stock from Home Depot to make the mounting brackets. Here are some pictures:

They are not the most heavy duty, but I designed them to carry White Castle Slyders back this weekend. I should be able to fit about 30 in each box.
