You have passes in California over 14,000 feet? 
The two highest passes in Colorado are Imogene and Mosquito.. .both around 13,200 ft. Considering the highest point (not pass) in California is Mount Whitney at 14,505ft you aren't likely in SoCal.

I was in the northern argentina ,with passes from 14200 feet to 15600 feet , no enough air = jetting issue ,garlic on the gas fix it for me
