I just looked at the circuit but couldn't figure it out... maybe it's still too early in the morning for me... I think I need another cup of coffee...

On another note, wouldn't replacing the float valves (part #24 below) help to reduce this overflow problem? This is the only point where I think the OEM fuel pump beats the Facet... by including a pressure switch, that's what the contact points really are... a pressure switch...
