In EU and Switzerland you may drive a 50cc scoot unrestricted, if you have at least the driving license class "A1".
But even the strongest and fastest 50cc scoot, the Aprilia SR50R with impressive 4.2kW=5.7hp, has an official top speed of "only" 78kph=48mph.
I.e. the Honda Lead 100 needs 5.2kW=7.1hp for official 81kph=50mph.
With the usual ice engine and vario transmission, no legal 50cc scoot will reach 50mph. Perhaps with efficient 4.xkW electric wheel hub motor.
