A rider is on his own between checkpoints as far as tools and parts are concerned. The rules may allow for one rider to give assistance to another, but no outside help.

If a rider cannot restart and ride a broke down vehicle, the sweep/chase/rescue driver brings them to the next checkpoint.

At the checkpoint or end of stage, the riders use all the help they can get.

I wouldn't swear to any of this.
