Vermont does not title vehicles over 15 years old. Your Vermont registration in your name is the only proof of ownership available to you under Vermont law. Other states know this (though they may have to look it up, since non-titled vehicles in the US are unique to New England) and will issue a title based on a valid Vermont registration when there's no change of ownership.
