just a thought for the wheel cutout in the bed. maybe take a 55 gallon steel drum and cut a section of the top and side to fill the hole. a sliver of the top to the inside and the round side to make the arch over the wheel. not sure if the radius of the drum would be enough to match the tire and cut out area, but it would be cheap and fit the industrial look. If you cannot visualize what I am saying, take a look at the wheel tubs from summit and it may be clearer.
