That depends on weight in part and surface. Unloaded with the Adventure/ but full with 7 gallons of gas, low twenties in the rear. A little more in the front to protect the rim.
I carry and electric pump when traveling to air up as needed. I have run those low pressures on the road but go a little slower.
Best is to experiment on your own, dropping the pressure until it feels right to you. I have a Scotts steering stabilizer so I am cheating.
Rim locks are a PIA, I have never spun a tire but I clean my rims every time, remove the rim strap and oil the nipples, then wie everything clean. Wire brush the rim itself.
After the tire is mounted I tighten the spokes just a little all the way around torquing by feel with this...
Been using WD 40 to mount, unmount the tires.
