I think you're right about the expertise being another thing to add to the pool for the third category... maybe local experts could even offer a tech day once in a while where they help a bunch of nOObs learn one new wrenching skill (e.g. "how to mount a tire") all at once

I'm happy to manage the details (who has what where) and coordinate the tool request/shipping cue. I'm not as good with the "what happens if..." part of the equation. I tend to believe that people are honest and trustworthy and I realize that's not always the case.
