Mark, its the Col de Somellier near Bardonechia in Italy. Its the site of the Stella Alpina rally. Its a dead end trail but dead easy to do, nothing difficult but very scenic. Well worth the ride up. Gets very busy at weekends so midweek is better.

I blame my parents, German mother, Irish father.

I'm a very efficient idiot.
