Boat names are usually towards the aft of the boat if port\starboard, and on the transom of the boat if on the stern.

I have never seen a boat 'name' on the bow along with the registration. It makes it all the more creepy, and makes me wonder if that is the boat's 'name' or supposed to be some sort of joke, or supposed to be fulfilling some sort of legal requirement.... :eek1

That guy is a foamer. He will likely cover the pipes in junctions. You can also stack those things.
