They aren't. I googled them and apparently they are a big problem, tearing up the turf in public parks and whatnot. I'm thinking, they are basically riding on the street all the time(when not driving in the city parks or on the sidewalk), why not just get your bikes plated or get a dual sport?

Before the cops weren't allowed to chase them for fear of causing accidents. In the new AMA magazine, the city and others like NY are going to start cracking down on dirt bikes. NY, Baltimore, and Philly were havens for stolen dirt bikes.
