BICI Maps-Not able to download file!

I was wondering if anyone else has had this problem... I purchased and received my unlock code for the file and when I attempt to download it, there appears to be nothing in the file.
Am I doing something wrong? I thought it was perhaps my security setting on my work laptop but our county IT could not get it to work either.
Any ideas guys?
I may have to break down and call Mexico City later today...Dang it!
