A further explanation on the milk crate mounting.
I bought one of those long strips of perforated strap steel that you can find at hardware and farm stores. I cut two lengths that were long enough to fit in the crate without touching the inside walls. One of the pieces of steel goes UNDER the rack and the other goes in the bottom of the milk crate. Run at least three bolts from the bottom of the lower strap (thru the openings in the bottom of the crate) to the top of the top strap. Use two nuts per bolt if you don't have a lock washer for each bolt. You be able to get this done with a hardware cost of under $10 bucks, assuming you have procured a crate somehow. Try to get some type of bungee net or box with a lid that will fit in the crate. This will prevent items from being catapulted out of the crate when you hit potholes or speedbumps.

Givi makes some small top-loading lockable plastic bags that retail for around $150. They quickly mount and disconnect with their own nifty system. A pair of these--and some custom mounts--would be perfect for the Passport.

I think you're looking for these: Givi E-21. Someone was selling a pair in the ADV Flea Market just a while ago. Another alternative is Ortlieb saddlebags. They're waterproof and lightweight. Hard bags will be heavy and harder to remove. Plus you'll probably have to fabricate your own mounts.

Have you seen the c70 saddlebags being sold on ebay? They look decent, but I would suspect them to be a bit on the flimsy side.
