First things first, the People 250S is a bigger scooter, and comparable to
the Aprilia's Scarabeo, and Piaggio's Beverly in size, and the Sportcity
(and Piaggio Carnaby/Derbi Boulevard - all the same) are a bit smaller.

The Sportcity is probably your choice if you want a sporty (duh) scoot
for around town and not much beyond 150 miles since it's got limited
wind protection, and the P250S is a do-it-all 250cc, that does a lot of
stuff well, but none great. You get bulletproof reliability with the Kymco
which Aprilia/Piaggio can't offer on occasions, BUT, the 250cc 'quasar'
powered ones are the most reliable, and there's no known issues for them.

That said, the Aprilia (in EU anyways) isn't offering the 250cc anymore,
they replaced it with the 300cc (actually 260+), and you should be aware
that the new People is coming out as we speak which looks dramatically
different and will be using the engine from the new Downtown 300 which
offers 10hp more then the Piaggio/Aprilia stuff (250/300 cc quasars are
21-22,5hp, the Kymco is 32hp).

A lot of info to process, but you won't go wrong with either of them.

I'd take the Sportcity if only town/spirited riding was it's use, and People
for that AND everything else.

I've had a People S 250 for about 8 months now. I haven't had a single problem. I previously had a Piaggio Fly 150, but things kept breaking and after I had spent $600 in 3 months just to keep it running, I decided it wasn't for me. It also had design flaws. I've been really happy with the P S250. I'd describe it as quite upright, compared to most touring scooters which have a more reclined position (Tmax, Silverwing, Burgman, Xciting...). I regularly ride it for 16 hours straight. When I do, the only problem I get is lower back pain, since there's no backrest and I haven't found any aftermarket ones. Sometimes I use a back brace to smooth that out a little. One thing you should know about the P S 250 is that the maintenance intervals are pretty frequent--they say to change the oil every 2,000 km, since there is no oil filter, just a mesh filter screen. The only thing I wish it had was a bigger fuel tank (range is about 145 miles). I also wish Givi made an aftermarket windshield. I get 66 mpg, and I think the bike tops out around 77 mph actual. Part availability for Kymco is excellent.
