Metropolitan carb problem

My neighbor has a 2007 Honda Metropolitan that I managed to get running after they let it sit for over a year (she crashed, really fouling up her knee). New battery and a replacement #35 low speed jet got it started and idling well.

The problem is that it falls on its face when I run it at any speed over 10 mph. I roll the throttle open and it goes "blah". The mid range jet and needle are OK, as is the spring, diaphragm, slide, etc. All hoses look to be good. This one has got me a little baffled.

All I can think of is that something is amiss with the auto choke or the TPS.

I don't want to spend the money on a service manual that I don't need or that they can't afford.

Anbody have any ideas??

it's probably the fuel pump. They are notorious for going bad if old fule is left in them.
