The 89 Elite 250 was a very cool scooter, one of Honda's best designs in my opinion... but yeah, parts are nearly impossible to find unless you buy up as many "parts bikes" as you can find. The main difference between the Helix and the Elite 250 aside from form-factor and engine; the Elite still uses a front drum brake, while the Helix received a front disc brake. As for scratches on plastics, you can paint them yourself; I completely repainted my '86 Elite 150 with Krylon Fusion with incredible results. If you still have the original seat, it can be reupholstered by any automotive upholstery shop.
