How bright is too bright?

My neighbor is one of those guys who loves to put lights and reflective tape all over his bike. I swear, some of this stuff he's pulling off crashed alien spaceships. His latest addition is a LED brake/running light module with programmable lighting/animation sequences. THIS THING WILL BURN THE RETINAS OUT OF YOUR EYES! I don't want to ride with him 'cause I'm afraid someone's gonna get out of their car at a traffic light and beat the hell out of us for blinding them.

I'm all for being seen, but dang there's got to be a reasonable limit.
