Ummmm...that doesn't look too safe.

What's the weight of the ATV?

Even if the ATV/rack combo comes in under the max tongue weight, the hitch wasn't originally designed to handle weight cantilevered out like that.

Have you considered adding a castor to the rack along these lines?
