Yup. Those holes are used for the OEM bag mount lower braket.
Good solid spot for mounting a bracket for the bottle or power outlet.

I ended up using the factory cross brace for he passenger outlet
already had holes in it. Not the best shot, but you can just see it
one the first hole.
