CRF150F hard to start, won't start with Choke

We picked up a 2005 CRF150F in good shape and very little use. It is a beast to start. We took apart the carb, cleaned the jets (it had sat for a while) but are still having problems. It is really hard to start. Once it starts and warms up, it runs great but it takes forever to get it going. If once it is going you choke it, it kills it immediately. Not that it should keep running or that I would want to, but it seems strange. I'm wondering if it is running too rich. Maybe it is like it is choked in the normal position. Or maybe I need to check the valves (we haven't done that yet). Any suggestions?

It turned out to be the valves, which were a lot easier to adjust than I imagined they would be. Starts right up now and the choke works like it should.

I didn't need the tappet tool, a wrench and needle nose pliers worked. The tool would have been better though. Amazon has it for $30 with free shipping (http://www.amazon.com/gp/product/B00...=ATVPDKIKX0DER).

I was also able to use my flat feeler gauges but the bent ones would have been easier. Spec for the valves on the 150F is .004 for both sides.
