I save mine up for one or two days, and make sure to leave it at the last business to do me wrong. By the time I drop a steamer, that sucker is 18 inches long, and dense enough to sink. They generally stand upright, high enough to lean on the toilet seat, and don't even move when the toilet is flushed.

Usually gas stations, just because I have to stop there anyway and why make another stop just to drop a log? On trips, I'll carry a little packet of baby wipes just in case you duck into a bathroom with no TP (they're also nice for cleaning greasy hands after roadside repairs).

Otherwise, who cares? I hope the can's clean when I have to use it, but if not, whatever. It's not like I'm going in there to do anything particularly clean, either.

Home Depot has worked for me many times. Many Walmarts are open 24 hours, they always have public toilets.

I have done the RAGBRAI bicycle ride across Iowa a few times, on very remote Iowa backroads. A bathroom may be miles ahead, but a cornfield is just off the road. When the urge to purge hits, a cornfield and handy wet wipes stored in a pack on the bike are a pleasant pause that refreshes.

Sometimes way worse than that. I can't honestly say I've never felt guilty for what I've done to a public bathroom.
