It's actually the old toll-collectors tower for the Septimer-Pass, another old, Roman Pass road in the area which connected (still does, but hiking only and Christ, it's a climb!!) the Val Bregaglia with Bivio on the Julier Pass.
Another old trade route for the rich trading places of Torino + Milano to connect with the northern "flatlands" and ship-able Rhine/ Lake Constance.

Don't know what's it like today, but the Septimer had long stretches of "via silice strata" construction (paving with rockslabs), marking it as a more important crossing by extending the trafficable period and catering for a higher traffic-flow. It's got a couple of curved and balustrated Roman bridges as well, still used by the local farmers and their little tractors.

By chance, the top of the Septimer Pass is only a 20min hike away from Piz Lunghin and Lake Lunghin, the origin of the Inn River (Innsbruck etc?).
The pass is the watershed.
It's worth having a look at the toll-tower at least.
