Seen both ways. This is the way they came up to about the mid-1990's. Now the rim strips have several holes and go under.
Works both ways with a rim strip.

Just used a Motion Pro stick on rim strip for the first time. Looks tough, stuck on tough. Slick.

Most dirt bike manufacturers must have it wrong from the factory then.. Every KTM, Yam & Honda ive owned that came with a rim lock from the factory has had the rim strip installed under the rimlock, and had 2 holes. While its a non issue (over or under) to state its wrong to install it under is ludicrous. The reason a new strip only has one hole is because not all spoked wheels run a rim lock.
