Did Francis Beart ever build any Garden Gate Manxes?

He was certainly doing Manx 500s for F3 in the early 50s.

Yes he did apparently, that is him by the way wearing the Beret, behind the two ladies. who is the German? rider of the Norton though?

Yeah, Kev, asking whether it was a Francis Beart machine was a roundabout answer to your frame colour question.

Beart light green.

The rider's Denis Parkinson, and I think the year's 1948.

(I've raced a Garden Gate Manx 500, not a works-parts one like this with its big cylinder finning, a fun ride but not all that quick.)

I am still trying to work out why there is a german eagle on the tank too?

Yeah, me, too - I realised that was where your "German rider" thought came from. I have an idea it's actually the crest of a city somewhere (perhaps not in Germany but on the Continent anyway), and I'm wondering if they'd just been to some race there and went straight to the IoM. I'm sure this pic is at the Island.
