No, there is a big o-ring on the fork-top nuts that you should replace as it can get chewed up, but the fork seals are a whole different deal....

Someone here tipped me to using a hose-clamp on the lower-end of the boot so you can raise it after dirty rides and clean out the dirt... and let me tell you those "vent holes" do suck in dirt and kill your fork seals! First time I lifted my boots, I was quite suprised how much crap was in there!
