Head out of town for about 5 hrs and stop when you're under The Milky Way. You'll know it when you see it
Anywhere out west away from civilization on a clear night. The eastern US usally has a haze from the humidity the makes shots like this difficult. Higher altitudes are a bit better for nightime sky shots, less atmophere to shoot through. I've been out many a night and seen the stars such as that, I just don't have the skills to take a good picture of them I suspect a tripod was used with a good camera and a slow ASA/ISO setting. When you do get out there and see that kind of sky it's pretty amazing
