Was waiting for someone to respond before I posted, but I figure that this is kind of like a public service message. :D

    Installed the Sicass kit.
Swapped the wheels with the 530 (Dunlop D606's).

Took it to Skagit Power Sports, after a thorough inspection I passed.

Went to the DMV licensing office in Burlington with my paperwork in hand.

The person working with me, Tami, was very helpful.

As she was processing the paperwork the DOL computer kicked it back.
Tami tried a few different things and ended up calling Olympia.

Olympia tried a couple of different ways to register the bike, but the computer kept kicking it back.

Tami remembered something from the training that she had received from Olympia about the title of the bike, she looked in her file and pulled out this nugget from the DOL:

    Q. What if the bank has my title?
    A. You will need to work with your bank to get the title so you can submit it and the motorcycle highway use declaration form to a vehicle licensing office.

Bottom line is that if you don't own the bike then whoever has the title will have to release it so the DOL can convert the title from an off road title to a street bike title.

I called my bank and they refused to release the title.

Tami told me that banks release the electronic title to them all the time for name, title or lien holder changes.

I figure that it may be due to the banks Tami deals with are local banks and that my bank is far far away.

My bank told me the only way they are going to release the title is if I pay it off.

So for now my plans for a street legal bike are "on hold".

Skagit Powersports was awesome to deal with, the Burlington DOL office was awesome to deal with.

I think it's bullshit that the DOL requires the bank to release the electronic title in order to change the title.

It's bullshit that the DOL does not have a FAQ page that spells this out.

I did contact my bank today to file a complaint and a protest with them, I will have to wait until Tuesday to hear back from them.

I have the money to pay off the loan, but the interest rate is very nice and I would rather keep that money in the rat hole I have it hidden in for now.

Things like this have happened to me in the past. Sometimes I say "please close all my accounts" and they become a lot nicer....

BECU has been very good to me. Example WAMU didn't have 5k to give me one day cash. BECU lets me take it out of the ATM....

There used to be a provision to import street-legal bikes if you had the title changed to 'offroad-only'. I found this while looking for a way to import CT110s from Australia.

With the state's new law, I'm wondering if you can import a Euro-spec street bike and then get the title changed in WA state. Like, maybe, a KTM Freeride.

The new laws based on 2011 Senate Bill SB5800 on affect bikes being newly converted from offroad to street use.

I expect that would work if you can get a title in the first place.

C'mon, I5 will take you north or south, I90 will take you east. This state just changed the law allowing dirtbikes to be registered and because Gums doesn't own his it's the state's fault? How are they supposed to change the title if they don't have access to it?
Gums, my credit union loan rate is about 3%. Being the goood Repub that I am I'll loan you what you need and only charge you 13%? And of course I'd declare the interest as income. What kind of Repub do think I am? :lol3

    I agree with you Keith.
I didn't know about the title requirements and SPS didn't know about them.

Now I know and they know.

Called the bank, spent some time explaining to them about SB5800 and why I wanted to do the conversion.

They agreed to send the title to the DOL office in Burlington, so who knows, by next weeek I could have a street legal dirt bike. :D
