    Relatively flat, tons of rocks (no erosion), less snow? :dunno

    It wasn't always that way.

    It's always been open in the winter as a winter recreation trail. There are still sections at the upper end that are only open in the winter.

    During spring melt, they had a lot of water running down the trail and kept it closed. I think they eventually decided that it was eroded to rock already and they didn't have the resources to correct the stream course, so they just kept it open.
