I can't tell on Meonis bike, but on the one shown just above (and on my rally 660 which was ridden in Dakar), they come with 2 independant tail lights made by Acerbis. The two tail lights is a requirement of the ASO for the rally for safety, so I suspect it is what was on Meonis bike as well. They are available just about anywhere.
As Brad said, those two lights on top are used on most rally bikes and are made by Acerbis, they cost about 20 a piece. The fender looks like a custom piece, but you could try to adapt one from an older 640 Adventure, they look pretty similar.
Now if you are only talking about the numberplate holder it is off a 90's EXC that was used on 660 and 690 Rallys as well as the 950 Rally. I put one on my 950 about 5yrs ago with little modification. Looks just right. Posted pics later but no one was interested. They are not hard to get still I think.
