Looks like the previous owner did a proper job of bypassing the side stand and neutral safety switches. Under the tape there will likely be a jumper wire as described here:

There are 4 wires going into the connector for the side stand switch, 2 orange, one green & one orange with black tracer. You want to make a jumper that connects one of the orange wires to the orange with black tracer. Quote:

For future reference - one way to help diagnose a fuel flow problem is to engage the choke as soon as the misfiring starts. If running on choke makes a big improvement it's almost certain that there is a fuel starvation problem.

Is pulling the enrichener (choke) going to help if the problem is that there's no fuel in the carb?
