my 1975 motobecane grand record reynolds 531 double butted fully lugged touring bike has had a 1/4" ding in the front of the head tube from catching a steel cable across a trail since forever (or the late 70s, whichever came last)... hasn't affected it one bit functionally (the headsets are still in perfect alignment)

repairing mine would be more than its probably worth.
