I had a very similar sticker on my motorcycle when I served as an Air Force officer. Blue. I guess you could call it a parking sticker but I thought of it more as a vehicle pass for driving on the base.

The gate guard would salute the bike with me on it when I entered the base. I learned quickly to have some momentum so I could pull in the clutch and return the salute without crashing the bike because my throttle hand was saluting.

I also had to have a motorcycle safety sticker on the front fork. MOST I and then MOST II. (Motorcycle Operator Safety Training). The military version of the civilian MSF courses--before MSF was common. It was thorough training.
