Bezels .... how does one measure them ...

Looking to buy bezels to cover the rim of a speedometer of a project bike. These are advertised as being for 3 5/8 inch, for 1996 to 1999 Harleys.

Any idea whether that would be the

1. Outer diameter
2. Inner diameter or
3. Top of the rim diameter?

Appreciate the help.

My guess is number 1 - outer diameter.
