Look up Tilt Shift Lens photography. You can tilt the focal plane of the lens and it makes things look like toys - because the eye/brain is used to being able focus on everything on a large scale, but on a tiny model the eyes blur out the near and far, and a TSE lens give the same appearance.

The photo with the KTM's however is simply photoshopped with blurrs top and bottom.

Excellent shot! Makes me wish I had gotten up early and headed back to the salt flats for another picture at sun rise... or even stayed till sunset... The shadows and light in this shot is almost exotic!

Yep. A lot of the newer Canon point and shoot models have this feature, I think they call it "Toy Camera Effect" or something like that.
