It doesn't look like a Velorex to me. The Velorex frame does not extend that far back from the wheel. Plus this thing looks far heavier.

Rubber torsion bar trailer axle, car wheel, perimeter frame and fibreglass body - not Eastern European. At a guess I'd say British, possibly Squire.

Dig it up, then load it on a boat, raft, etc and take it to an easy spot to get it out of the river. Easy as pie.

to recover it i'd take a portable water pump and pump from the river and wash the mud away. probably easier and safer than digging in muck. mud like that is like clay i'd imagine.
