Aprilia did a similar cafe racer concept bike about 10 years ago, called Blue Marlin, it had a good reception at the shows, but never made it to production. There was nowhere to put a decent sized airbox, so the bike would never have made any power or met emissions apparently.

Nope. It's because the bike is leaning on the side stand, so you can see the right side of the tank as well.
