Your correct, tis a Meguro before the co. became Kawasaki. The cops (1960's)used this model and a copy of the Harley w/a siren mounted on a carrier above the rear fender that was driven via a flex cable driven off the rear wheel.

I've seen that picture for decades and always that was here. I'm certain that that pic has been attributed to Kristy McNichol in the past. Funny that the press would do that! Can't believe they would get something wrong...

Pictured is Devon Frazier on a 1962 Moto Guzzi Zigolo 110cc.
This pic is from the Moto Giro East, Spring 2010. She was third over all.
Since then she has won the 'Giro twice. Once on the Zigolo and once on a CL77 Honda scrambler.
