I do not think we need new rules. but seriously what does it mean by heavy rain and snow. I barely ever grab any tags, but in the Big Apple game, i grabbed one in a foot of snow, then last night I grabbed and planted a new one in the rain.
BTW I took two tag pics that I thought might be in Queens, but they were in Nassau so I guess I need to grab a LI tag so i can go and reshoot some cool tag ideas.

I was referring to making a rule about what constitutes "heavy rain" but I didn't explain it.
