Street motorcycles for shorter people

Trying to help somebody find their next motorcycle. Catch? She's 4'11", and of course almost nothing fits her. She currently rides a Honda Rebel 250, and she is on the balls of her feet with it. She'd like something with a bigger engine more geared for interstate and longer distance usage, but of course that is near impossible.

She waited months for the local Harley dealer's promised "bikes for short people", and this weekend we went and looked at the new Harley-Davidson 500 Street. She can stand it up...but on tip toes...and complains that it's too wide. It can be lowered I am sure, with a different suspension, seat, and pull back bars...all which easily add another grand to the price.

So, what else is out there? What are shorter people riding...that's not a scooter but a full-fledged motorcycle?

How is that better slated for the asphalt than the Rebel 250 she already has?

Or she can consider getting these boots

Several women that I know, all short of stature, swear by these. They manage to ride factory-lowered 650gs's with these, without requiring lowering links.

And she's fine on the interstates with 70+ MPH traffic on this little 125cc bike for long distances, that only has four gears, even with it's less than 1.5 gallon tank?

According to reviews, top speed is 60 MPH.

I may just have to get her some KISS Army boots to get on a more powerful bike than she has now.
