It's for back seat drivers (my wife). I suffer from Male Pattern Selective Hearing...especially on a bike built for two. She would holler that she just saw a sign for a garage sale and I'd keep pedaling. The horn came on the bike but it was used mostly to get my attention. I've seen some around town that have the rear handle bars and seat removed and replaced with a plywood plank of sorts to make a cargo bike.
