This ref just doesn't want to give a penalty. You get some who are like that.
Malouda and Drogba both have respectable claims. The Malouda decision was had to rationalize. The ref just doesn't want the game decided by a penalty, I presume. I hope he's as unyielding at the other end of the pitch.
