It's attached to the front brake lever to remind him not to touch it or suffer immediate death. Sort of the opposite of a "Remove before Flight" ribbon. Or maybe it's so the passenger can give it a tug and slow the bike, sort of like the chains that used to hang along the wall in old trains!

Oh and if you're going to insult someone get the terminology right, it's my screen name, not my sig, that refers to my fraternity. FYI, The Eta Triton Chapter of Phi Sigma Kappa, at the time I was a member, was an unofficial military fraternity. Everyone in it at the time was either in the Reserves, prior service, a brat, or in ROTC, like I was. That is, was, until I got hurt in a motorcycle accident and got medically discharged. Hang on a second, I think I've got the pictures around here somewhere. I'm sure you'll relish the opportunity to laugh at my misfortune, which prevented me from continuing in the service.
