funny thing you mention that since that is what I assumed initially as well. But, if you look closely you can see that there are valve stems.

Probably one of those stores that has 20 different sets of custom wheels and tires displayed in front of the building, and no sign of a competent service department. I always wonder how long it takes to move all the wheels back in the building at night.
