For me - bike cover is in one side, tube/repair kit in the other. If you need items to remain perfectly dry, a gallon ziploc liner is your friend.

Maybe I have gone a bit crazy ordeing stuff from Brady.




The bags above conatin my tent and ground cloth, a tall kermit (wide ass version), my rain gear, all the tools I need for a long trip, likely failure parts for a GS, 1.5L of Makers', and two MSR bottles for spare fuel (this is for the small bike)

The two big red bags are strapped to the top of Happy Trails panniers. These bags ride there very well.
