West to East

Why does the website say you cannot travel west to east on the TAT? Is it one way?

You can travel west to east. It's just that Sams maps and roll charts are set up for east to west. You would need to reverse the route yourself. Most people sit down at the computer and transpose the route to a gps track or route. Then if you wanted to run it west to east, it's just a simple click of the mouse.
