no it isn't painted, just first layer
i put it on original fairing frame (need to bend few things)

Don't know its function but one of the carbs is without it on mine too, so it is OK. I was also alarmed by this when cleaned ny carbs

Rear carb has bigger not smaller jet so I believe it is about running richer for cooling purposes.
