That's a crazy price. Totally unremarkable year for the XR350. Unless you are a collector looking for a garage queen, seems like you could do a thousand times better for the money. But if you are a collector, finding an XR350 in that shape probably never happens.

They do make fantastic dual sport machines if you can find one cheap.

I would bring a compression and/or leak-down tester.

Saying it needs the carbs tuned, and not having a clear idea of the miles (because a different odo was installed) makes me suspicious.

That's a lot of really good parts for the money though, probably worth fixing whatever is wrong!

Unless you are familiar with pre 90 K75's, this easy maintenance could cost you another 2500/3000 at a shop.
